Billy Frank, Jr.: Tribal Leadership Forum (2010)

In this fiery speech delivered at the "Tribal Leadership Forum" convened by Portland State University's Institute for Tribal Government back in 2010, longtime treaty rights activist and Northwest Indian Fisheries Commission chairman Billy Frank, Jr. (Nisqually) provides an overview of the decades-long fight Native nations and people have waged in order to ensure recognition and protection of their treaty rights. He reminds participants that this struggle continues, and implores Native nations to invest in human resource capacity building and scientific data collection in order to ensure the sustainability of the natural resources upon which they and their cultures depend.
