Carlos Hisa
Lieutenant Governor Carlos Hisa has served the Ysleta del Sur Pueblo for over 19 years, with his tenure first starting in the Contract Health Department as an administrative clerk. He previously worked as a licensed chemical dependency counselor for the Alcohol and Substance Abuse Program where he pioneered prevention and intervention programs primarily for tribal youth. His passion and call to service were and still remain Mr. Hisa's core personal values. In 2002, he became Lt. Governor and has without precedent, held the same position for twelve years. As Lt. Governor, Mr. Hisa fulfills administrative executive duties for the Ysleta del Sur Pueblo, performing highly responsible management and administrative duties including planning, organizing, and directing the administrative systems, enterprises, and programs of the Pueblo. He provides visionary, innovative leadership, supervision, and general direction for the Pueblo management team. As a tribal leader he is concerned with building the tribal nation while honoring and executing his traditional role on Council.
